Presentation to the IOC Evaluation Commission
平成25（2013）年3月4日（月曜）、猪瀬知事は、IOC評価委員会へのプレゼンテーションを行い、東京のビジョンやレガシーについて説明を行いました。
また、プレゼンテーションに先立ち行われた、公式歓迎行事では、評価委員会から、クレッグ・リーディ(Sir Craig Reedie)委員長が、東京側からは、安倍内閣総理大臣、猪瀬知事、竹田招致委員会理事長が挨拶を行いました。
On Monday, March 4, Tokyo Governor Naoki Inose gave a presentation to the International Olympic Committee’s (IOC) Evaluation Commission, explaining Tokyo’s vision and legacy.
At the official welcome prior to the presentation, a speech was given by Sir Craig Reedie, Commission Chair, followed by welcoming remarks from Prime Minister Shinzo Abe, Governor Inose and Tokyo 2020 President Tsunekazu Takeda.
猪瀬知事挨拶
Mr Chairman, on behalf of the city and its thirteen million people, I welcome you to Tokyo.
Personally, I am honoured that you, the IOC are my first major international guests since I became Governor. I hope that I am able to host you many times in the coming years, and develop a positive and strong working relationship.
I am a politician and also an author, and it is in a writer’s nature to be interested in communication and people. So I hope that our days together are built upon communication and shared human interest.
Tokyo is a surprising city, especially to visitors. Take our location today. The very centre of the city, yet calm and green, unlike any other city. The sacred haven of the Imperial Palace and developing around it lively urban activities. Both aspects integrated into a perfect unity.
Tokyo is also a city of ancient culture, such as woodblock printing, ultra-modern innovation, and also rich urban greenery, which directly benefits people. All of which is captured in this brochure1, which I hope you have enjoyed. It records our city’s rich creativity, history and invention.
There is a saying: “Every journey of one thousand miles starts with a single step. ”We understand that this week is the first major step with you of a journey we wish to take towards the successful delivery of the Tokyo 2020 Olympic and Paralympic Games.
Personally, I know that this journey is a marathon, not a sprint. And I know about the marathon as last year I completed my first -at the age of sixty-five.
I started jogging three hundred meters around my house, one year before the race. Every day, I practiced and words cannot express the satisfaction when I achieved my goal.
So, I know how sport can give people strength, courage and hope, how it can lead us forward on a positive path, and also unite us as people to produce a better society.
I wish to help promote and share those benefits and the joy of sports with the people of Tokyo and Japan and of all countries, through hosting the Games of 2020, which is why from now on I will be working every day, taking the steps to win this marathon. Thank you.

東京都知事として、東京と、1,300万人の都民を代表いたしまして挨拶いたします。
皆さま、東京へようこそいらっしゃいました。
私個人としても、皆さまをこうしてお迎えできることを非常に光栄に思います。皆さまは、私が東京都知事に就任してから初めてお迎えした、大事な外国からのお客様です。
「これからも、皆さまを何度でもお迎えしたい。」これが、私たちの願いです。そして、皆さまとの間に、前向きで強い絆を結ぶことができれば、本当にうれしく思います。
私は、政治家であります。同時に作家でもあります。
人とのコミュニケーション、さらには「人」そのものに興味を抱くのが作家の習性です。
これからの4日間、皆さまとコミュニケーションを交わしながら、互いに心を通いあわせていきたいと思っています。
東京の街を、一言で言い表すならば「驚きに満ちた街」であります。特に外国からのお客様にとって、その驚きは格段であると思います。
例えば、今、皆さまがいらっしゃる、この場所をご覧ください。
ここは、東京の中心部です。この中心部分に、深い緑に蔽われた静謐の空間があります。
このような姿を持つ都市は、世界の大都市の中でも東京だけでしょう。
この静謐の空間は「皇居」です。そして、この聖なる空間の周りでは、静寂とは全く対照的な、活気に満ちた都市の活動が繰り広げられています。
東京は、この深い緑に蔽われた静寂の空間と、活気に満ちた都市の活動が、見事なほど一つに融合した街なのです。
東京は、木版画などにも見られるような伝統文化を有した都市です。しかし古いだけではありません。非常にモダンな都市であり、新しい流行、技術を生み出す力を持つ街でもあります。
そして、都心に溢れる緑は、そこに住み、集う人々の生活を豊かなものにしています。
皆さまも既にご覧いただいていると思いますが、ただ今申し上げたことの全てが、この本に詰まっています。
東京の歴史、その歴史の中で育んできた文化、最先端の都市としての姿がこの中には記録されています。
「千里の道も一歩から」という有名な言葉があります。
私たちは、今週が、2020年東京オリンピック・パラリンピックの成功に向けた旅の、大事な第一歩であると考えています。
この旅を陸上競技に例えるならば、短距離走ではなく、マラソンレースであると思っています。
私は、昨年、65歳にしてマラソンに初挑戦し、初完走しました。それゆえ、マラソンがどのようなものであるかを、よく知っているつもりです。
はじめは、家の回りを、300メートルジョギングすることから始めました。
それは、マラソンに初挑戦し、初完走する1年と少し前のことでありました。
それから私は、毎日コツコツと練習を重ねました。
そして、ついに42.195キロのマラソンを走り遂げた時の感動は、言葉には言い表せないほど素晴らしいものでした。
ですから、私は、スポーツが、人々に力や勇気、希望を与えることをよく知っています。
スポーツには、私たちを、前向きにさせる力があります。
感動を共有し人間同士の絆を強くすることで、互いに支え合う社会を築いていく力があります。
私たちは、2020年の大会開催を通じて、スポーツの力や楽しさを、都民、国民、そして世界中の人々と共有していきたい、そう強く願っています。
私たちは、この招致レースを勝ち抜くため、毎日一歩一歩、力強く前に進んでいきます。
