4. Closing remarks

At the recent Tokyo 2020 Olympic and Paralympic Games Promotion Headquarters of the National Governors Meeting, it was decided that an all-Japan effort will be made for the success of the Games and the growth of Japan as a whole. The Olympics and Paralympics have the power to change the impossible to possible and to transform society. The most important thing will be to draw out this power and leave a legacy to our children and grandchildren, and to Tokyo and Japan, 50 years and 100 years into the future. This concept will be at the foundation of our implementation of metropolitan government affairs. Based on this we will also complete our long-term vision and work to compile the budget for the next fiscal year.

In London, Lord Paul Deighton stated that the key to success is to have the people feel that this is "their Games." For the 2020 Games, I hope to rally the strengths of each of our citizens, deliver the best Games history has ever seen, and leave wonderful legacies. I would be grateful for the support of the members of this Assembly and the citizens of Tokyo and the rest of Japan.

With regard to the salaries of the TMG employees, based on the recommendation by the Personnel Commission we have submitted an ordinance amendment that proposes raising employee bonuses. We will also thoroughly implement the system of rewarding good work and punishing bad, and by fully drawing out the power of our employees, will strive to improve citizen services.

Including the matters to which I have already referred, a total of 85 proposals have been presented to this regular session of the Tokyo Metropolitan Assembly, including two budget bills and 53 proposed ordinances, to be deliberated among the Assembly members.
